Revises provisions relating to the rights & safety of vulnerable users of public rights-of-way; prohibits assault of bicycle riders; revises provisions for careless driving; provides penalties for specified infractions contributing to bodily injury of vulnerable users; requires traffic law & substance abuse education courses to include certain instruction; requires driver license examinations to include test of applicant’s knowledge of certain traffic laws; requires driver education courses offered by school district to include certain information.

Revising provisions relating to the passing of a vehicle; prohibiting passing and turning in front of a vulnerable user in an unsafe manner; prohibiting harassing, taunting, or throwing an object at a person riding a bicycle; providing criminal penalties; requiring traffic law and substance abuse education courses to include instruction on traffic laws relating to rights and safety of vulnerable users, etc.

Traffic Offenses; Providing criminal penalties for a person who commits a moving violation that causes serious bodily injury to, or causes the death of, a vulnerable road user; requiring that the person pay a specified fine, serve a minimum period of house arrest, and attend a driver improvement course, etc.

SB 1554: Transportation 

Transportation; Deleting the requirement that the Secretary of Transportation appoint an inspector general pursuant to s. 20.055, F.S.; increasing the minimum amount that shall be made available annually from the State Transportation Fund to fund the Florida Seaport Transportation and Economic Development Program; providing that provisions prohibiting a driver from following certain vehicles within a certain distance do not apply to truck tractor-semitrailer combinations under certain conditions; authorizing certain counties to form the Northwest Florida Regional Transportation Finance Authority to construct, maintain, or operate transportation projects in a given region of the state, etc.
